Mitsuru Saito, a BYU Civil Engineering professor in transportation engineering has been advanced to
Fellow in the American Society of Civil Engineers (ASCE). ASCE is the professional organization that
deals with a wide range of Civil Engineering issues. The distinction of Fellow is the second-highest
membership grade next to Honorary Member within the organization. His advancement is based on his dedication
to education and research in the transportation field of Civil Engineering and his contributions to numerous
ASCE sponsored activities.
Dr. Saito has been a dedicated educator and researcher since he obtained his doctorate degree from Purdue University in 1988. He first taught and conducted research at the City College of New York of the City University of New York in New York City from 1988 to 1997. He joined the faculty of the Civil & Environmental Engineering (CEEn) Department of BYU in 1997 and was advanced to the rank of professor in fall 2001. He has devoted his time and effort to revitalize the transportation program at CEEn Department since he came to BYU. He has taught many courses to undergraduate and graduate students, including computer aided engineering drafting, introduction to transportation engineering, highway geometric design, traffic engineering, urban transportation planning, and traffic simulation at both institutions. He has published 50 technical papers as of December 2006, many of them with his research assistants, in the field of traffic engineering, traffic flow theory, traffic safety, urban transportation planning and infrastructure management.
Dr. Saito has been a member of ASCE since 1978 (Student Member at BYU 1978-1981, Associate Member 1981-1993, and Member since 1993). He has been active in national- and intentional-level ASCE activities. He has been an active member of the Infrastructure Systems Committee (ISC) since 1990. He was the chair of ISC for two terms (for four years) from 1996 to 2000. He was the editor of the proceedings of a specialty conference "Infrastructure Condition Assessment: Art, Science, Practice" held in Boston in August 1997. He has also been a constant contributor of technical papers to the Applications of Advanced Technology to Transportation (AATT) conference since 2002 when ISC and the AATT committee of ASCE joined forces to present AATT conferences together every two years. Recently he was invited to become a member of the Scientific Committee of the 10th AATT international conference, which will be held in Athens in May 2008. He was a participant in the T&DI Task Committee meeting held in San Diego on February 2001 where T&DI's vision and mission were discussed. Dr. Saito has also been an active member of the Transportation Operations Committee of ASCE since 2003 and has been committee secretary since 2005.
