You are the city engineer of a mid size city that is planning to refurbish all the city park playgrounds with new playground equipment. It is your responsibility to obtain bids, identify the lowest bidder, and then make a recommendation to the city council. You have no expertise in this area and are very concerned about the safety of the equipment. One manufacturer is so confident of his product line that he offers to pay for you and your spouse to spend the weekend visiting another city which purchased the equipment, talk to the city officials there and personally evaluate their equipment.
